This issue was resolved at ~3:00pm PDT on March 14, 2014

The ECE e-mail service experienced demand overload starting ~11:30am today. The cause has been traced to a research data-collection script operating using a non-compromised ECE user account.

During the e-mail service disruption, mail messages addressed to mail addresses were rejected, while others were queued for delivery. For messages in the queue, delivery times may be delayed for up to an hour. If a message was rejected, the sender would have received a notification.
